The vision of the City of Tampere is to enable the world’s safest city—a place where people and businesses can flourish without concerns about security.

Contextual Information

Known as Finland’s most attractive city, Tampere is celebrated for its relaxed yet bold spirit, seamlessly blending vibrant city life with the tranquility of nature. Tampere is a home to around 250 000 people, making it the third largest city in Finland and the sixth largest in the Nordics. Tampere is internationally known as a city of technology, often going in the forefront of development. The hometown of innovations has made many world-class breakthroughs and has developed products and services that improve the quality of life of ordinary people.


Description of the Challenge

We are looking for solutions that enhance overall urban security and strengthen business vitality by integrating multiple data sources, leveraging advanced analytics and AI methods, and actively engaging both residents and businesses.

To improve safety and the business environment, we seek solutions that:

  • Collect and analyze data from various sources, such as sensors, pedestrian and traffic flows, crime statistics, and other urban environment metrics.
  • Detect anomalies and anticipate risks, such as potential safety threats, disruptions, or patterns related to crime and public disturbances.
  • Actively engage local businesses and residents to ensure the solutions provide value to different user groups and support sustainable urban development.

In order to increase the number of citizens actively spending time outdoors, the municipality must address several complex issues. Managing all the initiatives, projects, and activities happening in the city is very challenging, making it difficult for residents to select relevant information due to its large volume, varied sources, and often outdated or irrelevant nature, making the communication process highly complex.The municipality believes that based on the survey data, it is possible to create an innovative platform or mobile application where residents can find relevant information promoting active leisure. Such a platform could integrate maps, routes, news, sports event calendars, create amateur sports communities, reserve infrastructure, and more. Citizens able to filter relevant information tailored to their personal interests could actively engage in ongoing initiatives and find other useful information. To popularize such a platform, gamification methods could be implemented, encouraging users to continue and achieve better results - this could include a point system, personal and city records, ratings for good ideas or photos, activity statistics, and prizes.
